There is no time given for this chart but Noon and 10 am have given good results. Charles Carter used 10 am.

This chart is for the meeting at which the name National Union of Conservative and Constitutional Associations was adopted. As well as changing the name it represented a change into a mass party with modern organisational structures. This was in response to the extention of the franchise in the second Reform Act. Carter did not consider this a birth chart but it does represent a significant point.
